IDOT currently uses the Illinois Carbon Monoxide Screen for Intersection Model (COSIM), a user-friendly Windows-based tool, to model Carbon Monoxide (CO) vehicle emissions from add-lane and intersection improvement projects statewide. The University of Illinois developed the initial COSIM model in 1999 and version 2.0 in 2003. Legislation passed in 2005 requires the use of a new motor vehicle Inspection and Maintenance program in the Chicago and St. Louis Metropolitan areas known as the "On-Board Diagnostics-only" (OBD) program, effective February 2007. The new OBD program uses new motor vehicle emission factors. This project will update COSIM V.2.0 to incorporate these new emission factors.

Objective of Project: |

Update the Illinois Carbon Monoxide Screen for Intersection Model (COSIM), Version 2.0, to reflect upcoming changes, e.g., new IEPA emission factors that must be considered after February 2007.

The current Illinois COSIM Version 2.0 "User's Manual" will be updated and a new User's Manual prepared and released, upon approval of the Department.
