The first Illinois Bituminous Paving Conference was held in 1960 and organized by the National Asphalt Paving Association. It was envisioned and implemented by Moreland Herrin, who was a professor in the Department of Civil and Environmental Engineering at the University of Illinois at Urbana-Champaign. At the 50th annual conference in 2009, Herrin was honored for his many contributions to the conference.
